FORECAST: Harvey to re-emerge over Gulf and strengthen; Rain totals to DOUBLE

The nightmare in Houston is only getting started. The latest from the NWS has Harvey re-emerging over the Gulf and strengthening before making landfall a 2nd time and heading north:
