Cloudy with a chance of desperation: Did National Weather Service office send coded shutdown-related plea? [pic]

There seems to be a rain cloud stalled over the National Weather Service’s Anchorage office due to the government shutdown, and they decided to include that in today’s weather report with the coded message “PLEASE PAY US”:
