A man was shot and killed in Marseille, France after he stabbed two women to death. According to witnesses, he shouted “Allahu akbar” during his attack.

Yet the French interior minister was slow to determine whether the event qualified as terrorism.

Meanwhile, French prime minister Emmanuel Macron says he is “deeply outraged” by the attack.
