Is OFA fundraising off the Washington Navy Yard massacre?

Organizing for Action sent out emails under the subject “Navy Yard” asking people to go to BarackObama.com. When there, after filling in and submitting the “ask Congress to take action” information (name, email address), the user is then taken to an OFA donations page, as the Speak with Authority blog showed:
