In first speech since accusations, Joe Biden says he 'had permission' to hug and touch these people [video]

Aside from a video that he tweeted this week in an attempt to explain himself, Joe Biden has been silent since many accusations of unwanted touching were made — until today, that is. At the start of a speech to the International Brotherhood of Electrical Workers, the former VP decided breaking the ice with a joke was best:
