Though there are plenty of dramatic photos going around of this afternoon’s shooting outside the Capitol, New York Times photographer Doug Mills captured what many people are calling the photo of the day. As police sharpshooters set up a perimeter around the area, a Capitol Hill staffer walks through the scene casually checking his phone — he didn’t want to miss out on any exciting developments, probably.
