The NFL is coming under immense scrutiny as to what does and what does not constitute a roughing the passer penalty. Some believe the league is getting away from the essence of the game in order to protect quarterbacks.
Here is a play from the Green Bay Packers vs. Washington Redskins in which Clay Matthews sacks Alex Smith.

Needless to say, the prevailing sentiment is that the play should not be called as a roughing the passer penalty.
