Here’s Sen. Tom Cotton this morning saying the bill “can’t pass the Senate w/o major changes” and it’s time to “start over” and “get it right”:

Cotton went on to accuse House Republicans of acting just like House Democrats did in pushing Obamacare through in 2009:
