Is Donald Trump using the same anti-Hillary meme as David Duke?

CNN’s Brian Stelter asked Trump spokesman Jason Miller Sunday morning about the memes the GOP nominee has started using at his rallies, asking if anyone in the campaign fact-checks them. Miller didn’t really answer:

One of the memes Stelter highlighted was this one he linked to the “fringe right-wing website” Before It’s News, which specializes in alternative stories on things like UFOs:

But it’s worse than that. A nearly identical version of the same meme was used by none other than David Duke back in July. As you can see, Trump’s team used the version without the “sheriff” star:

So, who did fact-check this particular meme?
