“Robert E. Lee Street” is actually “General Lee Avenue” and it’s a half-mile long street on the Fort Hamilton Army base in Brooklyn, NY. Before the Civil War, Lee served at Fort Hamilton:

And the Confederate flag in question is reportedly part of a larger mural in the state capitol, not some stand alone work of art.
