Sen. Rand Paul is the guy who puts together the annual government waste book, which details the millions given to government grants to study shrimp on treadmills and such. So naturally, he’s not happy about the $1.7 trillion omnibus spending bill they’d like to fast-track through the Senate before everyone leaves for Christmas.
