For example, in India, Modi just started a health care program…that only the poor use. It is not universal.

China, on the other hand, DOES have universal coverage.

Furthermore, the program is not 'free' in any of the countries. But even past that…many, many of these countries have cost sharing (including Canada, who right now has a prescription drug cost problem).
