Gov. Doug Ducey blames a 'loophole' in his no-mask mandate that's allowing schools to mandate masks

Arizona Gov. Doug Ducey is blaming a “loophole” that he says is allowing school districts in the state to mandate masks even though he signed a law banning mask mandates in school:

The “loophole” really isn’t a loophole as the text of the law states the ban doesn’t take effect until September 29:

And, now, multiple districts are in revolt:

Even worse for the governor? The Phoenix Union school district made the same argument in court fighting for masks that Ducey made in his statement:
