Clinton’s ethics agreement with the Obama White House stated that she would tell the administration about such gifts, but she forgot about this one:

We also don’t know if Qatar got the meeting it wanted with Bill over the donation. From Reuters:
A Clinton Foundation spokesman, Brian Cookstra, confirmed this week that the foundation accepted the $1 million gift from Qatar, but said this did not amount to a “material increase” in the Gulf country’s support for the charity. Cookstra declined to say whether Qatari officials received their requested meeting with Bill Clinton.
Maybe there’s some wiggle room as we don’t know yet if Qatar’s gift was a “material increase” from a previous donor:

So, the question here is if the $1 million from Qatar fit the definition of a "material increase" from whatever they had given earlier.
