Al Sawah is not just a regular terrorist, mind you, but an explosives specialist who developed the “prototype of the shoe-bomb” used in a failed attack in 2001.

According to his DOD file, Al Sawah is only a “MEDIUM” risk to U.S. interests and rated as only “possibly” returning to his previous career instructing other terrorists on how to blow up Americans:
