Last week, Russian fighters “buzzed” a U.S. Navy destroyer in what was described as a simulated attack run. The incident prompted the White House to immediately send a strongly worded letter, but according to Josh Earnest, it didn’t warrant a place on the agenda during a phone call between Obama and Putin today:
