It’s been reported that France’s insistence upon tighter restrictions in the agreement has stalled the talks.

You’ll notice though that at least the Iranian site is working, so perhaps the Obama administration wants to maintain close ties with that country in order to get some pointers to help fix HealthCare.gov.
