When Warner says "Virginians," does he mean citizens of Virginia, or people who just happen to reside in Virginia? Because illegal aliens have been kicked off SNAP, and the able-bodied have been given minimum work or volunteer requirements to keep qualifying for SNAP. So what he's saying seems to be that 100,000 people who shouldn't have been on SNAP in the first place either are no longer receiving food stamps or have to work for them.
