Twelve-year-old Tamir Rice was shot to death one year ago by police in Cleveland who received a 911 call that someone at a public recreational center was outside waving a gun. That gun turned out to be a toy Airsoft pistol with the orange safety tip removed. Critics say that police opened fire within two seconds of arriving on scene and did not immediately render medical assistance.
