Gwen Moore (D-Wis.) in her plan to hold up a yellow pencil during tonight’s State of the Union address in honor of the victims of the Charlie Hebdo massacre in Paris — which will still comprise more concrete action than President Obama has taken.

Will Vice President Biden take part?
