It’s certainly not the first time that the president has blamed cynicism for low voter turnout, which could be devastating to the Democrats in the midterm elections. President Obama took the rhetoric a bizarre step further today at a Manhattan fundraiser, crediting low voter turnout to — get this — “congenital disease.”
