Wait … what’s all this about a “voluntary” tax system?

Apparently acting IRS commissioner Steven Miller and Rep. Xavier Becerra are under the impression that we have one.

Huh.

Maybe “voluntary” doesn’t mean what they think it means.

    They obviously were referring to the voluntary tax system that applies to treasury secretaries and government workers for whom paying taxes is 100 percent voluntary.

    Easy mistake to make.

    The United States Tax Code is absolutely voluntary. If you don’t mind going to jail for a long time and facing stiff penalties, you may volunteer to not participate.

        or even “compliance”…WHILE the I.R.S. “does imply”

          Per the US Supreme Court, income is defined by profits generated from CORPORATE activity. Thus anyone who trades their labor for wages is not required to pay one red cent to the IRS. Look it up for yourself.

    I think you’d be surprised at how many IRS employees don’t file their taxes because they know it’s a voluntary system. There is no law that requires you to pay federal income tax. That said, there’s nothing to stop sales taxes, etc. etc. It’s only for income tax.

    This country has thousands of blue-collar workers who have never filed an income tax return nor paid a penny of income taxes, voluntarily. All their labor is paid in cash. You can see some of them M-F at 7 a.m. in the parking lot of any Home Depot or Lowes waiting for the day’s employer to pick them up. Many American workers are skilled tradesmen who have all the work they can handle at $35 an hour and more, all cash. They voluntarily do not pay taxes and their employers do not object for obvious reasons. My employer is the IRS’s bagman, taking taxes every payday and sending it to the Treasury Department. If I don’t file within 3 years, the IRS will keep all my money they withheld, then file for me, with sufficient liability for me to incur additional unpaid taxes, plus penalties, plus interest, because when they file for you they don’t allow you one single deduction. The IRS is a criminal enterprise.

    There’s some nut going back to the 70s or 80s who first started with that “voluntary” idiocy. He ended up spending a LOT of time in Federal prison! Yes, he took a single obscure usage in the tax code out of context and beat it to death. I think he also tried arguing that tax code didn’t apply to the 50 states, because he had no concept of how legal documents are written and construed: if I recall, he tried arguing that one clause read that the “United States” in which the code was applicable “included Puerto Rico, Guam, etc.,” all the non-state territories, hoping that meant ONLY those territories!

    As I understand it, “voluntary” means only that it upon us personally to keep in compliance with it, and there are not pre-emptive regulations in place to keep you from going to work and earning money until you have enrolled in some sort of system — the closest comparisons I can think of are these: here in the Massachusetts SSR, you MUST have your car insured before you can even get it registered. In other states, you are required to carry insurance, but the DMV doesn’t keep you from registering if you’re not insured — you just have to carry around insurance cards or something. That would be “voluntary” compliance in this context. Or maybe a store must meet certain fire safety standards and get a certificate from the local FD to operate – that is mandatory. Your home may be required to have smoke detectors, but no-one is coming around regularly to check up on you or throw you out of your home if you don’t – “voluntary” in this context.

    I suppose then that he’s willing to introduce legislation repealing the withholding requirement, which makes employers INVOLUNTARY and UNPAID tax collectors. That would make the system truly voluntary. I won’t hold my breath.
