The annual event organized by the Stop Infant Circumcision Society is part of a multi-day protest that wraps up with a 4 p.m. march from the Capitol to the White House. Via Facebook:

Our goal is to be at the Capitol by 9:00am each day, but it takes time to load the wagons with the banners, etc.

We’re guessing those are covered wagons.
