        The legislatures of each state chose them, regardless of the number, each state has only one vote. The delegates follow the directions of their state legislatures per their rules. Neither the President, nor Congress nor Governors have any say, that is the beauty of the gift our founders gave to us in Article V. Any proposed amendments have to be ratified by 38 (3/4) of the 50 states before they take effect, the same requirement placed on amendments proposed by Congress. This is a power we have.

          Thank you but, your answer begs several more questions.
          First and most important is, what would be the topic of discussion? It seems to me there are a lot of things the federal government is doing that it shouldn’t. Would this convention address all of those perceived wrongs or a select few or a single one? Could any be grouped together to save time and if so who would decide which to group? Isn’t it likely that this convention would not be limited to only non RINO conservatives and, in fact wouldn’t fairness require that both parties have an equal voice? How would you guarantee the convention would be limited to whatever the chosen topic is (not yet specified) and not get sidetracked? Also, what makes you think that dems and reps appointed by state legislatures would be any more willing to come to conservative consensus than the reps and dems elected by their respective districts to the U.S Congress?
          To be honest I visited the website you suggested and they had a page they labeled “Why It Will Succeed” where they discussed briefly some of the pros and cons and insinuated it would be limited to a single issue (they suggested balanced budget). They also stated there was precedent to enhance the belief that such a convention couldn’t be hijacked to rewrite the entire Constitution. The only problem I have with that is, after the original, there has never in our history been an Article V Convention. All of the Amendments passed since our founding have been a product of a Convention of the Congress. What mostly drew my attention on the “Why It Will Succeed” page though were words 9 through 13 of the last line “Or we call a convention of the states, trusting it will behave properly and one of the many lines of defense will stop any misuse of power.” and specifically word number nine.
          Anyway, at this point in time, especially given the division so defined between the parties, I believe this to be a very bad idea. I’m not saying I couldn’t be convinced but, I’d need a whole lot of guarantees that just can’t be given or at the very least substantially more faith that the process wouldn’t or couldn’t be abused than the notion of “trusting it will behave properly”.

            The issue of fairness is IMO bogus; each state chooses their delegate(s) they have no duty to be fair. CA, if they decide to attend most certainly would send all Democrats as Democrats rule in CA. I read the post at the link you provided. I think many of the concerns are addressed in the proposed rules of the convention http://www.conventionofstates.com/proposed_rules
            (especially see R 12 & R 24). The subject matter for which amendments are sought concern fiscal restraints,
            federal jurisdiction, and term limits. The footnotes of the rules explain some of the logic and reasoning used.

            I think the argument in your link about whether the COS is a convention to consider proposals or to affirm them is
            without real merit. The agenda and exact wording of Amendments can be agreed in advance; doing so further elevates the concern of a run-away convention. The
            ratification process remains the same; 38 states are required to confirm any Amendment – the same as required of those proposed by Congress.

            In many many ways this process is unlike the original Constitutional Convention in which 13 little countries sent delegates to form a limited government as their Confederation of States Agreement was not working so
            well. In addition, they feared militarily and economically the larger European Countries. Those 13 little countries controlled and selected their own delegates. One of the gifts the founding 13 little countries gave us is Article V.

            This probably does not address all your concerns; be
            vigilante and continue to educate yourself. IMO we are losing our liberty and freedoms and will continue to do so unless we take action. Electing conservative officials and the Article V COS are two ways to slow and prevent further erosion, restoring the exceptional form of government God gave us and restoring this beautiful land. Thank you.

            If I’m following your hypothesis correctly the idea is to have all of the argument completed beforehand at which time the only remaining convention action would be to ratify the proposal or disband. Perhaps not quite so simple but, that’s the basic premise as I understand it. In that case, as long as the proposals followed the criteria you suggested and the actual proposed amendment(s) were clear and defined and without any ambiguity or possibility of misinterpretation as to their purpose or utility, and available for review by the general public beforehand, I might be persuaded to consent. Provided, of course, that you could guarantee adherence of pre-convention rules restricting the scope and authority of the delegates specifically to the stated pre-approved proposals without deviation.
            Looking back over this, I’m afraid one of us is pissin in the wind.
            I appreciate your view, your patriotism, and your concern. I just disagree at this time with your solution. Two or three decades ago this might have had a better chance at success, it certainly would have been easier to find that trust we talked about.

      If the Speaker of the House had any testicular fortitude, he would have ignored the practice of inviting the president to the Capitol Building to deliver the SOTU speech. The president is required to update the congress on the state of the union, but there is no requirement in the constitution for the remarks to be delivered in person.

Race relations are worse than ever, religious tolerance from immigrants is worse than ever, the economy is worse than ever (not counting jobs at wal-mart and mcdonalds to skew stats), the respect for the constitution is worse than ever (considering overrides of the people’s will with vetoes), the security of our country is worse than ever with dubious foreign policy deals and invitations to poorly vetted refugees with attempts to blame it all on gun owners, the national dignity is worse than ever considering we are a shame to the world with a leader who cares more about gay rights,trumped up criminal investigations,muslim calls to prayer and dissing christians, and (almost forgot), golf! What’s not to like! The legacy of course will be remembered and follow him forever – traitor!

    Hillary is looking at being indicted soon? The tip off may have been Obama’s pointing at Biden during his last STOU speech and telling him to cure cancer. Joe can’t begin do that unless he’s president. With Hillary indicted and Sanders too way left, the dems will be scrambling for a viable candidate.

    Obama spent more time sowing dissent and attacking repubs during the SOTU speech than on ISIS which he claims is still a JV team that can’t make the finals. They are just a “new phase” in America that we should learn to live with like crime, etc. The man is deceiving us as usual. ISIS is organized and spreading out worldwide. Recruits are pouring in from all over. Many are coming from Russia which is why Putin is now in Syria to fight ISIS. Why aren’t we and other major powers joining them? Whose side is Obama on?
