    Is this news? Massive data storage in Utah. AT&T is part of it as well as I am sure are all the other carriers. No leak yet out of anyone but Verizon, I guess. Your phone calls texts, emails & who knows what else are all being logged & stored.

        Well that would depend on what the definition of “off” is I guess. If off shuts down the radio (yes a cell phone is a radio) then there can be no monitoring. If a cell phone does not shut down the radio then it’s not off in the sense that it’s saving the battery much.

        Most phones go into a low power mode that looks “off” when not in use, but the radio is still communicating with the tower, and the processor is still connected to the internet (on a smart phone).

        One way to tell if the phone is shutting down the radio is to note the battery percentage, turn the phone “off” for a day and then back on. If the battery percentage has decreased by more than 5 percent while “off” then the radio is still communicating, otherwise the radio was actually off.

        Now the argument could be made that the phone could merely be recording audio and storing it until it was turned back “on”, but the storage requirements could be quite extensive even for smart phones, additionally the processing to encode the stored audio in a compressed format would be enough to drain the battery again.

        In short, my expert opinion as someone who designs similar but more complex electronics, what you have heard is a hoax.

Thanks for the detailed reply. Although, it doesn’t alleviate my concerns in this regard. Technlogy is sure complicated& I still will not doubt that something of this nature is possible. I have a mundane normal life but our gov’t is making me increasingly paranoid nonetheless.
