Apparently acting IRS commissioner Steven Miller and Rep. Xavier Becerra are under the impression that we have one.
Rep Xavier Becerra (D) stated in the IRS hearing that our tax system is "a voluntary system" of paying our taxes…—

Maybe “voluntary” doesn’t mean what they think it means.
