Is there some sort of inside joke about ribbon cuttings only Obama and like three other people in the room get?—

We’ll have to wait to see how the pundits spin President Obama’s big “laugh line” about how he’s seen members of Congress at “all those ribbon cuttings.” Was the deathly silence the result of shame, as the nation’s representatives were called out on pilfering all that money from Obama’s stash (i.e., your taxes) to spend on their own districts? You know, those shovel ready jobs that weren’t quite shovel ready by the president’s own admission?
Obama gets laughs w/ "I know that you want these job-creating projects in your districts. I’ve seen you all at the ribbon-cuttings" line.—

Or, more likely, was the joke just a dud?
