No, it’s probably not your Twitter client, or your Internet connection, and Twitter isn’t saying if a slowdown for many users is due to Inauguration Day traffic. Twitter support sent out a message this evening acknowledging only that many users are having problems with the service.
Some users may be experiencing issues accessing Twitter. Engineers are working to resolve this problem.—

In the meantime, rumors that Twitter was shutting down for a week for maintenance were inciting panic as well as self-reflection.
Sooo apparently there is a rumor going around that twitter is gonna shut down for a week.. I don't think they'd do that..—
