Conservatives have been excoriated as racist for spotlighting the rise in food-stamp use under President Obama. But on social media, Americans of all races and backgrounds have no problem pointing out the literal signs of dependency — especially when EBT (electronic benefit transfer) food stamp cards are used to purchase junk food, non-food, and other absurd items far beyond the basic dietary sustenance of the social safety net.

    I am no fan of EBT either, but let’s be clear on a misperception here: EBT cards are NOT just for food stamps. Those who have low enough incomes to receive direct cash benefits under welfare programs — aka “welfare checks” — now receive that money on an EBT card as well. The card can then be used like a debit card for whatever purpose the recipient chooses.

    That is not like food stamps — now called SNAP — which are restricted to food purchases. SNAP benefits cannot be used on non-food purchases, even at stores that accept EBT. Only the cash benefits can. But the cash benefits are why non-food stores are now accepting EBT.

        No, but it’s also not a new thing like the comments are making out. People at certain income levels have always gotten welfare checks that they could cash and use for anything they wanted. The only thing that’s changed is that the government has moved from issuing paper checks to putting the money on a debit card.

        IOW, let’s address the root problem — the welfare state — and not decry the realtors for accepting EBT cards. Let’s also not misunderstand and think these retailer are accepting food stamps. They’re not. They’re accepting EBT cash benefits.

        IMHO, it’s not a fault of the retailer that they are accepting the form of payment these recipients have. It’s the fault of society for creating all these welfare recipients in the first place.

          While alll that is true, the unfortunate reality is that a lot of retailers (especially c-stores that are individually owned) only have the ebt system installed to game the system. While they do have items that can be legally purschaed with snap benefits many allow beer, cig, etc. purchases that are just rang up on a misc grocery key so the system accepts it. And of course fake purchases for cash if the person is willing to pay a “fee” (And why not? its “free” money).

            Customer has snap benefits (not wefare, which yes they can just hit an atm), clerk rings up $50 worth of grocery items, runs card, gives customer $40, keeps $10 for himself. And I wish the fraudsters would get shut down, but would be hard to prove unless witnessed

          35 years ago we owned a grocery store and there was food stamp fraud then, too… but low tech. The customer would buy a higher priced item (like a ham) then take it to another store that used the same price stickers, get their money back, and use it for cigarettes & beer.

          The people who could have used the help (elderly widows) couldn’t get them because they owned property or had savings.

          The final straw for us was when a nicely dressed customer tried to use his to purchase filet mignon and trimmings. (A very satisfying few minutes when my husband ripped up the “We Accept Food Stamps” sign in the moocher’s face.)

        Used to be that liquor stores cashed welfare checks. Now welfare funds are loaded onto EBT cards, and withdrawn at liquor stores. Not much has changed, except the government saves the postage on the checks.

    There is an EBT card that is restricted to SNAP (food stamp) benefits. The problem discussed here is the TANF (temporary assistance for needy families) welfare program which gives people a cash-loaded-monthly (EBT) debit card with which they can withdraw cash at ATMs or use in stores to spend on non-food items. For 8 months between 2009-2010 in California welfare cash card owners withdrew $1.8 million at casino ATMs until Gov Arnold found out and cracked down. The same has been occurring for a few years now in other states like OH, MO, WA and CO, including strip clubs and liquor stores as well.

    The payroll tax cut and unemployment benefit extension bill that Congress passed and Obamuh signed in Feb 2012 included a federal law banning the use of the cards in casinos, strip clubs and liquor stores and gave states until 2014 to bring state laws in line. So either state laws are still allowing this now or laws need to be extended to other types of purchases.

    It’s pretty apparent there is no oversight for this program. Whatever agency oversees this program should be receiving purchasing reports on EBT recipients, and those recipients who are misusing/abusing the system should be removed from the program. Why should we taxpayers pay for others people’s ineligible purchases.

      They track it..you can even check back and hear your report!! You also have to go in for reviews and prove you pay your rent and bills..etc, go to school or job training if receiving cash, job search and or volunteer hours for interning!

      Another problem is this: I have a friend whose family needed food stamps for a time. They applied and were accepted, then were told (without them asking) about the EBT cash program. They told the worker that they didn’t need it (they had some savings), but the worker told them they were automatically enrolled because of the food stamp application (this is California). They started receiving $700 A MONTH in “cash” on a card that they could use anywhere. This was in addition to $700 a month in food stamps!! They are a family of 4 … we are a family of 6 and don’t spend that much on groceries. Anyway, after a few months, the husband got a job and they went back to the welfare office to report that they no longer qualified. The worker told them that the quarter had already started so she couldn’t change it until the next quarter. So, the family ended up getting benefits (including the $700 cash) for three more months than needed!!! And they were honest in their reporting! Can you imagine how many people, who aren’t honest in their reporting, are collecting benefits they do not qualify for or need?! The system is BROKEN.

        I’m sorry, as I know this will be offensive to many, but this cash program has to stop. I have checked out in Walmart behind customers pushing one basket and pulling another, filled to capacity with steaks, shrimp, etc. so I question the EBT card as well. When the people on EBT are eating better than the people supplying it, there is something very wrong. Actually I think we are going to have to go back to the time when actual food was given instead of a card or stamps to spend anyway you like.

    this cash back has been happening in alabama for a few years. Had a girl in front of me 3 years ago line up with 4 candybars in Target. she would purchase one and get $20 back. then she would purchase the next and ring out…etc. Then she didn’t feel like she had stolen enough money from the taxpayers so she grabbed a couple more and we all waited while she rang those up too. I was disgusted on so many levels.

      How is it a violation of federal EBT CASH guidelines? People can spend the EBT cash benefits on anything they want. Its the food stamp EBT that they can’t use on anything they want (only food)

    All I have to say is wow. I lost my good paying job almost a year ago. I was promised money to go to school, nope, they said I use to make too much. I was told I could get food stamps to feed my kids, nope, all I get is a run around. I now am almost homeless, have very little food to eat, and I hear of people with $300 to $400 purses buying food at a convenience store with an ebt. I guess I am too white to need any help.

    Ok…clarification is needed! EBT Is not only food stamps but a cash card to…the places like Ross accept cash, not food money, the people and bars using it for cigarets and alcohol need to be reported..EBT rules clearly state no cigarets or alcohol are to be purchased on EBT cash or food, neither can you use it for clubs, strippers or lotto etc…these are violations!! While I agree many people take advantage of the system, not all do…much of the perceived abuse isn’t, cash back is so you can pay rent and bills…that’s why it’s temp aid to needy families..to pay bills. The large amounts of shrimp is overdoing it, but I wouldn’t say the cake is…why can’t a kid have a birthday cake?? Seriously, who is anyone to say what they can eat..I do think they need more monitoring, really sick of seeing neighbors with manis and pedi nice clothes and cars and no work requirements while I work my ass off in school and interning to get off of the system, yet the system does everything it can to creat more barriers and hardships….and the food stamps at Denny’s…I say where was that when my kids and I where homeless and had no place to cook our food!!!!

      Because you can *make* a birthday cake for $3.00, you don’t need to buy a $40 one. And if you don’t have a working oven, a friend or relative can make the cake. Our family has a good income but there is no way I would spend $40 on a cake! Part of the problem is that, when we are struggling (and I include myself because we have had our financial struggles as well), we want to shield our kids from the reality instead of using the situation as a learning experience. People are so afraid that their kids will be embarrassed or feel “different,” that they fake their way through it, putting things on credit cards or, apparently, trying to buy expensive bakery cakes for birthdays. How about sitting down with your kids and explaining the situation? My guess is that the kids would be fine … it’s the parents who get upset, because they don’t want to hurt their pride. For goodness sakes, the kids who grew up in the depression turned into “the greatest generation,” because of the life lessons they learned during that time.

      Local convenience store that sells Hunt Bros pizza will hand an unbaked pizza over the counter, swipe EBT card, then take that same uncooked pizza back over the counter and bake it. They even have signs posted stating such right in plain view. Lovely, right? Maybe their kids deserve a pizza too.

    I’m disabled and I pay out of pocket for things I need. I get really miffed when I see people coming in with their EBT cards who look like they’re perfectly healty and well-fed. I’ve been so sick of the entitlement generation. Our country needs help!

    My favorite EBT moment …in Wal-Mart, 4 perfectly able bodied young women shopping , one asks “how much is this?” Another replies “Girl, it don’t matter, if you got EBT, then it be free!” They all crack up and proceed to skip around singing their new slogan as they shopped. I don’t think I was the only other customer who wanted to punch them.
