How about if Congress doesn't work this out they don't get paid. Watch what would happen.

Actor and comedian Albert Brooks clearly isn’t impressed with the progress of fiscal cliff negotiations. This afternoon, he proposed a way to force legislators to get serious: don’t pay them.
Many of his followers were right behind him:
@AlbertBrooks agree. if i didnt work this kind of thing out at my job, i would have been fired already.—

It’s an interesting idea, but others aren’t convinced that it would produce the desired effect, simply because many in Congress aren’t exactly lacking when it comes to income:
@AlbertBrooks Congressional salary is pocket change for most of those guys.—

@AlbertBrooks Nothing really they make the majority of money from outside investments and companies they own not the congressional paycheck.—

@albertbrooks Actually I think most of them would still be financially OK. Not a lot of working class members. Some, but not a lot.—

@AlbertBrooks Your idea is strong but you're assuming that they would behave like us because they are like us and not our monied betters.—

@AlbertBrooks The few honest ones who don't make it rich would suffer, and those who take big lobbyist cash in both parties would do fine.—
